1. In a large bowl, coat the beef strips with cornstarch until well coated. For optimal taste, you definitely want to brown your meat before adding to slow cooker. Heat the vegetable oil over medium-high heat and stir-fry the beef until it is browned on all sides. Transfer the beef into the slow cooker.
2. In a separate bowl, whisk together the garlic, ginger, soy sauce, water, and brown sugar until well combined.
3. Pour the sauce over the beef in the slow cooker.
4. Cook on low for 4-6 hours, or until the meat is tender and the sauce has thickened.
